The Administrator, Customs Brokerage and Freight Forwarding is responsible for arranging customs brokerage and freight forwarding services for VANOC goods and those Games Partner goods for which VANOC has responsibility under the Host City Contract. Core responsibilities include coordinating the activities of VANOC’s supplier of customs brokerage and freight forwarding services, evaluating freight quotations, implementing logistical solutions and verifying customs accounting documents. This is an evolving position and responsibilities may shift over time.  Titles may be adjusted from time to time to accurately reflect responsibilities.


    * administering centralized customs brokerage and freight forwarding services within VANOC Logistics
    * coordinating the importation of Games goods into Canada utilizing the four basic steps involved in the Canada customs process: reporting of goods, release of goods, accounting for goods and payment of applicable duties and taxes
    * arranging the timely customs clearance of goods through Canada customs using VANOC’s customs broker and for obtaining any import licenses and permits as required by federal regulation
    * interpreting the official VANOC guide for customs brokerage and freight forwarding and provide advice to Games partners including the IOC, NOCs, NPCs, the IFs the official broadcasters and accredited press
    * processing customs documentation for the importation of Games related goods in accordance with duty, excise tax, Provincial Sales Tax (PST) and Goods and Services Tax (GST) Remission Orders that are enacted through government
    * processing of temporary admission of goods into Canada, processing of all required export documentation for goods being exported from Canada and processing of duty drawback or refund claims as applicable
    * exercising due diligence to minimize customs duties and other import costs where possible, maximize customs compliance, process adjustments as applicable and solve any customs issues as they arise
    * facilitating the movement of Games related goods from global points of origin to destinations within Metro Vancouver or other locations as required.  Methods of transport will include ocean freight, air cargo, truck freight and intermodal rail
    * maximizing the use of Value-in-Kind (VIK) by utilizing the services of VANOC’s official sponsors for international and domestic transportation requirements where possible
    * complying with the security requirements of government partnership programs in conjunction with VANOC security and and/or designated authorities
    * using the automated logistics management system to facilitate carrying out responsibilities
    * responding to and dealing with customer communication by email and telephone
    * assisting with the production of reports and statistics

Job Requirements

    * require a minimum of 5 – 7 years of experience in an operational role within a customs brokerage, freight forwarding or import/export business, preferably for sporting events, conventions, exhibitions or Olympic games organizing committees
    * background in customs brokerage and freight forwarding activities either directly or through the administration of outsourced services
    * excellent oral and written communication skills are essential
    * minimum 50 wpm keyboarding skills
    * proven ability to solve problems as they arise and make critical decisions independently without supervision
    * organizational, time management, prioritization and administrative skills are required
    * understanding of VANOC’s sustainability principles of environmental performance, social inclusion and aboriginal participation
    * ability to work closely and cooperatively with internal and external associates
    * attention to detail and a strong customer service focus are essential
    * must have exceptional interpersonal, analytical, problem solving, and communication skills
    * strong familiarity with all required customs documentation for both the importation and exportation of goods
    * familiar with the Partners In Protection (PIP) and Customs-Trade Partnership Against Terrorism (C-TPAT) programs and requirements
    * knowledge of Microsoft Office products such as Outlook, Word, Excel and PowerPoint
    * familiarity with SharePoint an asset
    * ability to perform detailed follow-up while under strict deadlines
    * demonstrated ability to handle multiple tasks, and constantly changing priorities in a fast paced environment
    * flexible and available to work various days/times as required to ensure the utmost in operational efficiencies especially as the 2010 Games draw closer

Certificates, Designations, Languages:

    * Certified Customs Specialist (CCS) and/or Canadian International Freight Forwarders Association (CIFFA) designation preferred
    * Fluency in English required
    * Fluency in French an asset
