Overview
TP Systems’ IT Staffing division brings experienced IT professionals together with BC based hiring organizations on a full-time and contract basis. One of our well established clients is currently seeking a Senior Project Manager – Access Applications to work out of Vancouver.
 
The Senior Project Manager will lead and manage project teams within the ACCESS Applications group, which provides lifecycle management for applications services as designated by the Director, Applications or the Executive Director.
 
Responsibilities

    * Understands the IT and company’s mission, vision, principles, goals and objectives and works to ensure all project activities are in alignment. Participates in the creation of the overall vision for Applications, providing input into application and data architecture, systems development and deployment, package implementation, scalability and performance approaches, and organization-wide eStrategy systems integration.
    * Responsible for leading medium and large scale development and package implementation projects. Evaluates alternatives, completes feasibility studies, prepares cost/benefit analysis (business cases), and make systems development recommendations. Creates comprehensive project plans including activities, schedules, resources, budgets, and quality assurance of deliverables. Develops system test plans, data conversion plans, change impact assessments, communications plans and training plans. Supervises project staff including senior systems analysts, programmer/analysts, quality assurance analysts, and other project team members that may be assigned. Coordinates and works closely with users to ensure that they participate and perform project assignments.
    * Investigates, analyzes and remains current with industry technology trends that would benefit Applications implementations such as: J2EE technologies, the Java Community Process, Identity Management architecture and technologies, office collaboration tools (email, calendaring, scheduling) e-commerce, workflow, systems development methodologies, web-services, applications middleware (apache), anti-spam and anti-virus, electronic forms, etc.
    * Takes a leading role in introducing process change to the organization that results from Applications projects. Facilitates Business Process Re-engineering projects, provides leadership in the area of Change Management, creates innovative cost-effective technical solutions to implement radical policy and process changes that streamline the way the company does business.
    * Analyzes and reviews functional requirements, system features, integration requirements, security requirements, scalability and performance requirements. Identifies implementation options, writes design and discussion documents, evaluates risks, benefits, complexity and flexibility of the various options. Discusses approach and recommendations with systems staff and users and makes appropriate technology decisions for new and changing systems requirements.
    * Creates RFIs and RFPs for evaluation, selection and purchase of commercial packages. Develops integration strategies to seamlessly integrate commercial packages into the overall Applications architecture.
    * Makes recommendations to the Manager, ACCESS Applications for long and short term operating budgets, develops and monitors project budgets. The Project Manager is responsible for critical decisions and purchases within the project budget. (Project Budgets may be up to $1 – $2 million over the life of a project).
    * Works with System Infrastructure staff to ensure that appropriate hardware and software requirements are purchased and installed to support Applications projects.
    * Oversees the development and maintenance of relevant documentation, including that for customers, end-users, and operations support teams. Develops sound business continuity and disaster recovery plans for applications as part of the project delivery.
    * Defines, and measures project related performance indicators and takes appropriate corrective action. Conducts post-implementation reviews to ensure continuous improvement and learning.
    * Provides recommendations and priority setting for on-going enhancements to organizations Applications.
    * Assists the Manager, ACCESS Applications to build a strong, high-performance team by mentoring staff on effective project management processes: applications development and implementation methodologies, project management disciplines, customer support, financial management, team-building, performance management, and business process improvement.
    * Provides input to the Manager, ACCESS Applications to determine staffing requirements. Participates in development of job descriptions and selection criteria, screening candidates, interviewing and conducting reference checks. Provides input to performance management and career development activities based on project feedback.
    * Builds and maintains good working relationships with other user groups, teams, colleagues and peers. Builds and sustains good working relationships with customers and understands the customer’s business. Builds and maintains good working relationships with IT vendors.

 
Skills and Experience

    * Minimum 9 years IT applications development and maintenance experience
    * Minimum 5 years project management experience with enterprise level IT-related projects
    * Experience managing, designing, developing and implementing large scale applications
    * Solid knowledge of project management disciplines and best practices
    * Solid knowledge of applications development methodologies
    * Good knowledge of Identity Management (or other related) application architectures, how they have evolved and how they inter-relate today
    * Knowledge of design and analysis tools such as object modeling, agile modeling, functional analysis, data flow diagrams, Business Process Re-Engineering (BPR), joint applications design (JAD), Rapid Applications Development (RAD), etc.
    * Knowledge of some of the following current development tools and environments: Java, Perl, Oracle, Cold Fusion, UML, XML, XSL, SOAP, TOAD, J2EE, Websphere, Weblogic, Tomcat, Stronghold, Apache, JDK environments, LDAP, SQL, UNIX, Solaris, Windows, Linux, Sun JES products, Microsoft Office products, Microsoft Exchange, etc.
    * Knowledge of IT application development and implementation best practices, “rules of thumb”, and benchmarks
    * An understanding of key trends and players in the IT and Identity Management industry and higher-education sector.
    * Experience in performance management, career development, problem-solving, change management, budget development, financial management, and risk management.
    * Excellent analytical and problem solving skills.
    * Excellent facilitation skills.
    * Excellent communication skills (reading, writing, listening, speaking, and presentation).
    * Effective leadership, consulting, facilitation, conflict resolution and negotiation and team-building skills are an asset.  Ability to coach and mentor staff. Ability to build relationships, consult with customers and potential customers.
    * Ability to multi-task and work in a fast-paced environment.

 
Education

    * University degree in an IT-related discipline or Business Administration
    * Demonstrated ongoing career development through active and self-motivated professional development. Demonstrated track record and commitment to delivering results.
